Hi5 is an online social networking site. They are very similar to Facebook in the sense that it is a community page that contains profiles and allows users to share and also modify the profiles. For this reason you may come across some of your artwork being used without permission in a post, as a profile image, etc. Like me, if you are not credited or have a link back to your work, any value as promotional is lost, so the best principle is to remove the artwork. Their takedown page is simply not that, it is part of their Terms of Service page. This is one of the hardest takedown processes to go through. Basically what they are asking you to do is to send them an email about the abuse. The best thing to do is to send a written version of the DMCA takedown request, not just an normal email.
